In 1999 the powers and responsibilities of the Secretary of State for Wales were transferred to the National Assembly for Wales. Wales remains part of the UK, 
and is subject to laws passed in Westminster, but the Assembly has the power to develop policy within a range of areas, including the environment. Within its
powers, the Assembly develops and implements policies that reflect the particular interests and needs of Wales, deciding on its priorities and allocating
funding made available from the Treasury.
